Although it has never been explained, when brownout mode is enabled, it may mean a low voltage at TRIA, either due to a
(1) cable issue,
or a
(2) TRIA issue

this issue has been resolved via new cable, or a new TRIA. As can be seen in this clipped photo below, brownout mode is enabled (Yes), and cable resistance is in red. It's unknown, but I suspect modem gets information from TRIA, which then can set these codes (Yes...Red Cable) if not within programming parameters.
