[Exede] port forwarding - incoming and outgoing

I just yesterday had hughesnet installed and just today cancelled it because of the port forwarding thing. HN has outgoing ports open on Gen4 but will not allow incoming ports to be opened. so my question is, does excede or wild blue allow both incoming and outgoing ports to be opened? i run an MIRC server and must have the ability to take incoming request. thanks in advance...
