At that time Exede-5 and Exede-12 services existed, and Hughes, in the near future, would be offering service with higher speeds with their newest satellite.
During 2012, "Customers west of the Mississippi who qualify for the American Recovery Act program get free installation and more generous usage allowances of up to 60GB per month." But, existing Wildblue/Exede customers remained on their existing data allowance plans, which were not as generous.

I suspect direct mailing is how Viasat is reaching out to those in AL, AZ, CA, CO, FL, GA, ID, KY, LA, ME, MS, MT, NM, OR, PA, UT, WA, WI, WY, and WV. Like .those on American Recovery Act, I suspect those signing up via Connect America Fund will be receiving a much higher data allowance, at a lower monthly cost.
Interesting, Viasat bumped up the speeds for legacy Wildblue users, but still persists in retaining old data allowance plans. As someone said in 2012,
"“As a long term customer, I have lived under a plan that gives me 7.5GB in downloads and 2.3GB in uploads, but my experience with WildBlue may be very different than other customers, because the company has so many legacy and special plans that apply to different customers, so it is very hard to say ‘this is WildBlue’s policy’ because it can vary so much,” Hanssen tells us."
From my internet searches, it appears those signing up via Connect America Fund will have around 150GBs, while I still have 10GBs
