I noticed on Skype's FAQ How much bandwidth does Skype need?, they indicated for Voice that a range of 30kbps to 100kbps is OK.
They also explain how to evaluate your connection, "To find out if your internet connection is fast enough to make a Skype call (using Skype for Windows Desktop):"
