Since 2005, a Google search could not locate my home town location; if this URL is clicked on, your local location may or may not be seen.
Within last week, my local town was nailed; and if Google's search engine is used, one will see local ads.
I changed the dynamic IP address today, and Gmail and Google currently think I live in Payette, ID 83661. In Waterfox browser, all cookies/LSOs/etc are dumped each time I close the browser.
After using Waterfox, I pulled up Opera, which is set to allow cookies/etc without clearing them. Opera has its proxy turned on (confirmed), but it too sees my location as Payette, ID 83661. I pulled up Chrome, which is set to allow cookies/etc without clearing them, and it too sees my location as Payette, ID 83661.
So, it would appear the Google-location "advertising cookie monster" is associating various browsers used by an user to a single location, if Opera's proxy is working 100% of time.
